PSYCHIATRIC INJURY
Experienced in providing opinions on psychiatric issues relevant to liability, psychiatric impairment and treatment needs. Fully trained in AMA-4 (GEPIC) and COMCARE Psychiatric Impairment assessment protocols. Registered Independent Medical Examiner with TAC. Formerly worked as an assessor with Worksafe Victoria. Formerly a Member of Medical Panels Victoria.
MENTAL IMPAIRMENT DEFENCE
Experienced in providing opinions on eligibility for Mental Impairment defences, having conducted numerous such assessments for both defence and prosecution over the past twenty years. Dr Carroll has also taught at several Universities on this area and has published several papers on the topic.
MEDICAL NEGLIGENCE
Experienced in providing opinions on psychiatric ‘standard of care’ questions. Experienced in providing assessments of impairment and treatment needs on plaintiffs found to have suffered injury as a result of medical negligence. Dr Carroll regularly teaches, and has published papers, on topics related to ‘standard of care’ questions in psychiatry.
PRESENTENCE MITIGATION
Experienced in providing opinions on psychiatric factors relevant to sentencing, having conducted numerous such assessments at the request of the defence and the Courts over the past twenty years. Dr Carroll gave presentence evidence in DPP v Brown [2020] VCC 196, a landmark case which led to a change in accepted practice regarding the parameters of presentence mental health expert evidence. He has published on topics relevant to psychiatric factors in sentencing, and regularly teaches on this topic to law students.
VIOLENCE RISK ASSESSMENT AND MANAGEMENT REPORTS TO ASSIST WITH REHABILITATION OF COMPLEX CLIENTS
Extensive experience in assessing and managing risk in community, prison and secure hospital contexts. Dr Carroll has also taught and published on various topics related to ‘risk assessment’ in psychiatry. He is fully trained in the HCR V3 assessment methodology – accepted as best practice for assessing risk of violence in the context of mental disorders.
FITNESS TO STAND TRIAL
Experienced in providing opinions on Fitness to Stand Trial, having conducted numerous such assessments at the request of defence, the Courts and prosecution over the past twenty years. Dr Carroll has also delivered training seminars on this topic in Victoria and interstate.
